New Arkansas Law: “Bell to Bell, No Cell Act” (Act 122)
Effective Fall 2025, Arkansas public schools will begin enforcing Act 122, known as the “Bell to Bell, No Cell Act.” This new law prohibits students from possessing or using personal electronic devices (PEDs) such as cell phones, smartwatches, tablets, earbuds, and handheld gaming consoles from the time they arrive at school until dismissal. Why the Change?
The Arkansas Legislature and Governor identified rising cell phone and social media use as a major distraction and contributor to mental health concerns among students. The goal of this law is to create a more focused, respectful, and safe learning environment so students can maximize their time at school for learning and interacting with peers. What Students Need to Know
Where and when it applies: From the moment school begins until dismissal, during all school hours and events
Devices included: Cell phones, pagers/beepers, earbuds, smartwatches, laptops, tablets, digital cameras, video recorders, and any Bluetooth-enabled gadgets
What to do with devices: Must be powered off and stored—preferably in backpacks, lockers, or their vehicles.
Exceptions to the Rule
Some exceptions are built into the policy:
Medical or emergency needs – Devices required for a student’s health are permitted
Student IEPs or 504 plans – Devices allowed when necessary for individualized education needs, as of January 1, 2025
Concurrent enrollment – Students in college-credit classes may use devices for two-factor authentication.
Emergencies – Use permitted during school emergencies (e.g. fire, tornado, medical crisis)
Approved curricular use – Only school-issued devices may be used for academic instruction
What This Means for Our School
Teachers and staff will be trained to enforce the “Bell to Bell, No Cell” rule consistently and fairly.
Parents can still reach their children during the day by calling the school office, as typical communication channels remain open in emergencies.
Students should prepare now by getting used to powering off and storing all non-school devices during school hours.
